Senator Halford offered Amendment No. 1 : Page 2, line 18: Delete "AS 02.15.090" Insert "AS 02.15.090(b)" Page 2, line 19, through page 3, line 10: Delete all material. 1996-05-04 Senate Journal Page 3938 HB 543 Page 3, line 17: Delete "ª(a) OFß" Insert "(a) or (c) - (e) of" Senator Halford moved for the adoption of Amendment No. 1. Without objection, Amendment No. 1 was adopted. Senator Frank offered Amendment No. 2 : Page 1, line 6, following "lease": Insert "; and providing for an effective date" Page 4, following line 26: Insert new bill sections to read: "* Sec. 4. REGULATIONS. The Department of Transportation and Public Facilities may proceed to adopt regulations to implement AS02.15.090(c)- (e), added by sec. 3 of this Act. The regulations take effect under AS44.62 (Administrative Procedure Act), but not before the effective date of sec. 3 of this Act. * Sec. 5. Section 4 of this Act takes effect immediately under AS01.10.070(c)." Senator Frank moved for the adoption of Amendment No. 2. Senator Duncan objected, then withdrew his objection. There being no further objections, Amendment No. 2 was adopted. Senator Halford moved and asked unanimous consent that the bill be advanced to third reading and placed on final passage.
